Doede de Jong is a activistic biological marijuana grower from Friesland, The Netherlands, who managed to enforce a judicial pardon from the Court of Leeuwarden. His way of growing would be ethically correct.

De Jong came forth with his own plan for regulation in wich everybody, anytime would be able to grow. Only those people who would want to sell their produce would need to be subject to regulation. Before the weed may be sold, the grower would need to be able to produce an inventory, checked by the tax authorities, and would present his or her crops to a lab of chemical analisys.

In this plan, individual freedom and entrepreneurship are both covered. Those who only grow for themselves wont have to fear being scrutinized by the government. In this model the growth and trade is subject to comparrable regulation that is used for other mind altering products like wine or beer.

 

A grower who would like to start selling marijuana, to smoking cafes or pharmacys for instance, will register by the Chamber of commerce and must maintain a balanced administration. Furthermore, on his income, income tax is charged like it is with any other company.

De Jong's system also provides for three types of outside control on de production process and on the product itself. One is an administrative control in which the grower maintains a growth log that adheres to the standards of Good Agricultural Practice (GAP). The second is a tax audit, in which the bookkeeping and tax returns are audited. The third is a quality control on the product and the production process. This will entail a rapport of the molecular make-up of the product by a scientific lab that could be used for labeling the product. The production process would be checked to see if no pesticides or chemical residues where used that would spoil the soil, groundwater and eventually drinking water to ensure a healty and sustainable production method.
